How Circumcision, HIV and Premature Ejaculation relate?

The justification of circumcision on medical basis has always been a political issue to me, until recently. It reduces the rate of HIV transmission from females to males in unprotected sex by 40%, the sexist campaigner would claim. 
If the sex was protected then the rate would be close to zero, why opt for 40%. I am a realist; you only have to meet my twin the pope to know that.

A study of unreported rapes (by old SADF military personnel asking for the post contact treatment in combat situations) found that almost all were circumcised. Yes, a shock to me as well, nobody without a foreskin dared rape a woman. 
You could possibly do a randomized double blinded study of two thousand soldiers in a different country of equal GDP to find the cause for this if you want to be statistically right, but the obvious medical cause is premature ejaculation. You cannot threaten anybody with an unloaded gun. 
We are going to have lots of loaded men believing they are immune to HIV infection, spreading the virus to women at possibly higher transmission rate, if we not careful about the circumcision drive.

This brings us to the next issue, if the time of sex is prolonged rape or not, the dryness and trauma on the vagina is worse and bleeding, which is a more direct way of HIV transmission follows. This will hike the rate of transmission to women, if the safe men don’t wear a condom as we expect. Does that which protects men has to be prioritized even if it risks or worsens the women’s position. The responsibility of prowling the streets with loaded guns has been a matter of constitutional debates in most countries with or without gun licensing to the public. How we let our group of testosteronic youth, waist laden with bullets and intent on inflicting damage that we have yet to find treatment for, is difficult to understand and irresponsible.

The added benefit of HPV carrier rate reduction in women is something that made me see this otherwise. Carcinoma of the cervix reduction due to circumcision makes me sleep easier, irrespective of the ugly side. It doesn't make it right but there are mitigating circumstances. The effect of just immunizing the boy child against HPV when girls get their injections could still be an opening easier to justify.

The title of being a rape capital is difficult to carry around for so long; we should be seen to be doing something about it even if it’s just denying men circumcision if the foreskin can melt away the bullets from their dangerous weapons (provided male HPV immunization works).

Ours is problem of men who feel entitled to something belonging to somebody else, we need to solve that before we empower them to do more harm. If it is consensual you can ask for a repeat to remedy the orgasm you got robbed off as a woman on the first sexual contact. Men take longer and longer to reach orgasm after every repeated episode. I am a African male doctor who is not homosexual by the way. No sour grapes here, and no black bashing. I am on Mbeki's side irrespective of the different approach.
