South Africa is a country with unlimited possibilities because of its cultural diversity and mineral resources. Looking at its policies based on the freedom Charter, Bill of rights and its Constitution and that supports its sound Democratic Principles.
In reality you can have best policies in the world but if you cannot implement those policies, some section of the Bill of rights will not work e .g free education for all and children have the right to shelter, love etc. Based on those examples illiteracy rate is higher than literacy rate and there are (source UNICEF) child labor in South African farming community.
There a gap between rich and poor only, the rich get richer the poor get poorer, e.g COSATU is against how BEE is handled by the government.
African’s schools are under resourced , these schools struggle and to aid them in fulfilling their potential is difficult .The type of curriculum does not consider black poor people .It does not educate illiterate black people .In poor communities school dropout rate are significantly higher for teenagers Learners are unable to cope. Poverty is linked with conditions such as inadequate nutrition and substandard housing, lack of access to health care, inadequate child care, homelessness and under resourced schools which adversely impact children living in poverty are at risk of behavior and emotional upheavals.
